Orchestration Kernel - Central coordination engine

The kernel package is where Orchestrata's pieces are joined into a running system, and where an intent from a human becomes a sequence of CXP packets between volks. It holds the kernel object and event bus, the per-packet router and dispatcher, the pipeline that drives the volks, the command-line entry points that boot everything, and supporting services for audit, policy, sessions, configuration and performance. How messages and intents move:

A human intent enters through the gateway (the orchestrator.intent call from cli_main or a UI) and reaches a booted PipelineRunner through the CXP server that cli_main starts on the port named by CXP_GRPC_PORT. The transport is the cxpt direct transport; the gRPC retirement removed grpcio and only the key name kept "GRPC".
submit_intent asks the Prolog gate for permission and routes a packet to the concierge volk through the postman. Replies move on volk to volk in pipeline_escalation until a reply is addressed to the human; stage milestones are published by pipeline_events and can be followed with cli_watch.
At packet level, router resolves recipients, dispatcher delivers with retries and queue_manager parks packets for offline volks. The broker itself is the postman package, and policy is decided by the governance package and policy_evaluator.
