SPEC-033 design authority + decision phase + DoR gate wiring (B8).

The decision package is the decision phase of the factory (SPEC-033 row B8, ADR-0015, ADR-0028): the point where a requirement is judged ready or blocked for building. authority provides the design authority, which makes one LLM call to run the DoR construction procedure and returns a ConstructionArtifact. phase takes that artifact and runs run_decision_phase, which is deterministic and makes no LLM call. It collects blocking items from the artifact shape, the C4 detectors (formalization), the C3 detectors (detectors), unpinned assumptions, unresolved gap answers and missing ratified anchors, and returns a DecisionRecord with a ratification queue for the human. The CLI entry point is scripts.factory_decision. Start with phase.
