Assumption ledger + arbiter cascade (SPEC-033 REQ-033-C1, Phase 0).
The assumptions package records the assumptions that an executing model makes and works out whether each one is backed by an existing artifact (SPEC-033 row B13, requirement REQ-033-C1, ADR-0024). It is the first stage of the factory's governance: work is not ready until every assumption is pinned.
Data and storage: models (frozen records and enums) and ledger (the JSONL AssumptionLedger and the file-backed knowledge base of promoted adjudications). The cascade has four stages. Stage 0 looks the assumption up in the knowledge base. Stage 1 is the lexical prefilter over candidates from sources (acceptance criteria, ADRs, earlier rulings and, via the anchors package, ratified anchors). Stage 2 is an independent LLM tier in adjudicator. Stage 3 is human adjudication. cascade runs stages 0 to 2 and human_adjudicate performs stage 3. Anything uncertain falls to a human. dor reports readiness when all assumptions are pinned. The CLI entry point is scripts.factory_assumptions. Start with cascade.
