Tools package — the unified tool framework + registry.

The tools package is the unified tool framework (SPEC-062) and the set of first-class tools built on it. A tool is a governed capability a volk can invoke mid-conversation; each carries metadata that describes it to an LLM as a function schema and lets the system enumerate, search and dispatch it. Parts, by role:

• Framework: base holds the contract (BaseTool, ToolMetadata, ToolResult), registry the thread-safe index and dispatcher, approval the governance gate, and search the SPEC-072 search over registered tools.
• Execution and operations: repl_tool, worktree_tools, task_tools, schedule_cron_tool and remote_trigger_tool.
• Code and context intelligence: lsp_tool, context_tools, codebase_tools with its registry wrappers in codebase_query_tools.
• Integration: mcp_resource_tools over mcp_stdio_client, and conversation_tools.
• AST tooling: ast_query, its command line ast_query_cli and the serialize-and-compare ast_pipeline. The AST library itself is orchestrata_ast.

Flow: each tool module builds ToolMetadata and a BaseTool, a register_* function puts it into a ToolRegistry, and the agents layer calls execute by name. Tools return failed ToolResult values and do not raise. Start with base and registry.
