Volk: junior (J:Junior) -- Junior developer for design review and code generation.

The junior package holds J:Junior (specification 027), which plays two roles. Before any code exists it reviews the Architect's design and either answers READY or asks questions; later it generates code for the CodeDirector through a configurable code driver, and checks the dependencies of what it wrote.

The package has two modules: volk with JuniorVolk, its alias JuniorAgent (which accepts an injected driver), the question parser and the workspace and dependency checks, and init which re-exports it for the kernel pipeline. Control flows from process to _handle_design_review (a design_review packet from the architect answered by a design_feedback packet) or to _handle_implement (an implement packet from the codedirector answered by implementation_complete).
