"""Assumption ledger + arbiter cascade (SPEC-033 REQ-033-C1, Phase 0).

Before build, the executing model enumerates every assumption it must make to
proceed. Each assumption is either matched to a pinning artifact (AC / anchor
/ ADR / promoted adjudication) or raised as a blocking question — the model
never issues a verdict on its own assumptions (ADR-0024).

Phase-0 scope (spec §9) is **standalone**: no graph, no Prolog, no gate. This
package is file-based (JSONL) persistence behind ``KBProtocol`` so a
graph-backed store can replace it at task B4a, after a canonical-schema
extension (ontology-first — never before).
