Volk stub: ux.

The UX package holds U:Ux, the UX Designer volk (specification 013). It runs between the Project Manager and the Architect and only does design work when the project has a user interface. It receives the PM's ux_design packet, and either forwards the request unchanged to the Architect (no UI) or asks the model for UI design artifacts and sends them on in a ux_complete packet.

The package has two modules: volk with UXVolk and its alias UserExperienceAgent, and an empty init marker. Control flows from process to _handle_ux_design and then to either _passthrough or _design_ui followed by _build_design_packet. Start reading at volk.
