Volk stub: pm.
The PM package holds U:PM, the Project Manager volk, which sits between the Analyst and the design stage (specification 012). It receives the Analyst's stories and requirements, validates scope, estimates effort and routes the work to the UX volk when the project has a user interface or straight to the Architect when it does not. It is advisory and does not block.
volk holds PMVolk, the packet handler and event emitter. Supporting modules: budget defines the budget limits, the edge-triggered BudgetTracker, stall detection and the iteration summary; goal_registry manages the goal lifecycle through the session context; goal_report generates goal completion reports; init is an empty package marker.
Control flows from PMVolk.process to _handle_scope_review, which calls the model and builds the forward packet; progress and budget events are emitted around it and an iteration may be recorded against the active goal. Start reading at volk. The curated description is in volks.
