Reading this spec
The Prolog Governance System (PAM++) provides constitutional policy enforcement for the multi-agent system through SWI-Prolog. It defines 11 constitutional articles, 10 core governance predicates, ethical boundaries and dynamic policy management, and is meant to be the immutable source of truth for policy decisions.
The scope is eight user stories: policy querying and constitutional enforcement (critical), dynamic policy updates, resource access control, ethical boundaries and violation tracking (high), and safe mode and monitoring and metrics (medium). The spec also has sections listing the 11 articles and the 10 predicates, and functional requirements starting with performance. Requirement IDs use the REQ-007- prefix.
The overview states the design: SWI-Prolog 9.0 or later through pyswip, Redis caching for performance with cached queries under 5ms, Neo4j audit logging, and goal-oriented synchronization. Policies update without restarts, and every decision leaves an audit trail as Prolog facts.
In the code, the package is orchestrata_ultimate/governance. The largest tracers are orchestrata_ultimate/governance/interfaces, orchestrata_ultimate/governance/prolog_client, orchestrata_ultimate/governance/policy_engine, orchestrata_ultimate/governance/ethical and orchestrata_ultimate/governance/types. The per-requirement view is on the RTM page.
The spec's status line reads Complete. It tracks 7 files and defines 367 requirement IDs. The full text follows below.
Measured coverage is 105 of 367 requirements cited by at least one @traces in src/ (28.6%), spread over 23 modules; the module citing the most of them is orchestrata_ultimate/governance/interfaces (28 requirements). In tests/, 0 requirements are cited by a test-side @traces.
Coverage gaps: 262 requirements have no citing symbol. The largest untraced groups are REQ-007-FR10 (120), REQ-007-FR2 (16), REQ-007-FR4 (13). Untraced means no @traces names the ID; the behaviour may still exist in code that was never annotated. Test-side citations are thinner than code-side ones (0 against 105).
Requirements
Checkbox is the state recorded in the requirements checklist; Traced by is the count of src/ symbols whose @traces names the ID.

Constitutional Checklist - Article I through XI Implementation
Status: π΄ Not Started
Priority: CRITICAL - Foundation of All Governance
Owner: TBD
Target: Sprint 007
Overview
This checklist tracks implementation of all 11 constitutional articles as Prolog predicates and facts. These articles form the immutable foundation of the orchestrator's governance system. Article I is the most critical - it establishes human autonomy as the supreme principle that overrides all other considerations.
Article I: Human Autonomy and Authority (MOST CRITICAL)

SPEC-007a: Prolog Governance (PAM++)
Metadata
- Spec ID: 007-prolog-governance
- Title: Prolog Governance System (PAM++)
- Alias: PAM++ (Persona-Assignment-Mapping)
- Author: Mohamed
- Status: Complete
- Created: 2026-01-15
- Last Updated: 2026-01-19
- Priority: P0
- Components: Policy Engine, Constitutional Enforcer, Ethical Boundary
Overview
What
The Prolog Governance System (PAM++) provides constitutional policy enforcement through SWI-Prolog. It defines 11 constitutional articles, 10 core governance predicates, ethical boundaries, and dynamic policy management for the Orchestrata multi-agent system.
Why
- Immutable source of truth for policy decisions
- Constitutional enforcement (11 articles)
- Ethical boundaries for agent actions
- Dynamic policy updates without restarts
- Complete audit trail via Prolog facts
How
- SWI-Prolog 9.0+ via pyswip
- Redis caching for performance (<5ms cached queries)
- Neo4j audit logging
- Goal-oriented synchronization
The 11 Constitutional Articles
| Article | Name | Description |
|---|---|---|
| I | Single Responsibility | One concern per module |
| II | Prolog Source of Truth | No hardcoded rules |
| III | Absolute Imports | No relative imports |
| IV | Session Isolation | Session boundaries enforced |
| V | Dependency Injection | No hardcoded dependencies |
| VI | Async First | Async operations required |
| VII | No Mocking | Real implementations in tests |
| VIII | UV Package Manager | No pip |
| IX | Verify Before Claim | Test before assert |
| X | PAM++ Governance | Volk ownership enforced |
| XI | Logging & Traceability | Audit everything |
