Intent Impact Analyzer - analyze intents and create execution plans.

The impact subpackage answers "what would this intent touch, and how could the work be split?" before an intent is routed. intent_broker calls it when impact analysis is enabled, and it also runs standalone from the command line.

Parts, by role:

• Entry point: analyzer holds IntentImpactAnalyzer, which composes the rest.
• Pipeline steps: classifier names the kind of change, dependency_analyzer queries the knowledge graph for the affected scope, and planner builds the parallel plan.
• Data model: types.
• Command line: cli.
• Facade: init.

Data flows in one direction. The intent text is classified, the classification and graph results form an ImpactScope, and the planner turns both into a ParallelPlan; the three are returned together as an ImpactReport. Start reading at analyzer, then types. The orchestrator package narrative has a class diagram of this subpackage.
