"""SPEC-033 semantic anchors — authoring, storage, ratification (B15a).
Anchors (ADR-0012) are requirement-derived constraints on behaviour —
examples, properties/metamorphic invariants, and differential oracles — that
do not derive from the implementation, so they cannot be co-authored by the
code that they check. ADR-0013 makes them constitution-tier: human-authored
and human-ratified only, with any edit to a ratified anchor treated as a
loosening (supersede + propose-new, never update-in-place). ADR-0016 ranks
the three classes by independence from the design author and makes a
differential oracle mandatory for every amendment.
This package covers AUTHORING + STORAGE + RATIFICATION + the B13
pinning-source seam only. Anchor RUNTIME (evaluation/satisfaction checking,
fast-path gating) is a separate task (B15b) and is not built here.
