Volk stub: concierge.

The concierge package holds U:Cx, the front door of the delivery pipeline (specification 032). It receives the raw human intent, runs a bounded clarification dialogue of up to four rounds, and finalises a requirements bundle for the Analyst (analyst). It is also the target of the Senior Dev volk's prompt_refinement packets.

The package has two modules: volk with ConciergeVolk and its alias ConciergeAgent, and an empty init marker. Control flows from process to _handle_intent (first call) or _handle_response (later rounds) and ends in _finalize, which parses the labelled fields and builds the analyze_requirements packet, including a UI-detection flag.
