Orchestrator (U:Ox) - Governance and policy management engine

The orchestrator (U:Ox) of orchestrata_kernel: a governance and policy engine that turns user input into intents and workflows, 132 modules. Intent processing runs through tokenizer, named_entity_recognizer, context_aware_parser, intent_parser, intent_normalizer, parameter_extractor, ambiguity_resolver, n_l_intent_classifier and intent_vocabulary; intent_broker (with intent_broker_factory, SPEC-003) coordinates the pipeline, and intent_router, intent_dispatcher and intent_workflow act on the result. Policy and security are policy_registry, intent_security and intent_evaluator. Facts are fact_manager, fact_graph and real_fact_store; observability is intent_metrics_collector, intent_history, graph_audit_trail and metrics_middleware. u_ox_engine (634 lines) is the engine, and pipeline_runner__pipeline_runner (1,186 lines), pipeline_router and pipeline_kernel_client connect to the kernel pipelines.
