RPC handler modules -- split from the monolithic RPCHandler.

The handlers package holds the domain classes behind the gateway's JSON-RPC methods. Each class owns one subsystem and exposes handle_* coroutines taking a connection id and a params dictionary. rpc creates one instance of each and binds them to method names by reading the table in method_table; server injects late-bound collaborators such as the kernel client, graph repository and policy engine through setters. Failures are raised as RPCError from exceptions.

By role:

• Connection and protocol: gateway (ping, info, replay, subscribe), auth, state and config.
• Agents and orchestration: cxp, volk, orchestrator, workflow and ultimatetui.
• Knowledge and records: knowledge, projects, memory, session, governance, fireflies and test_metrics.
• Internal helpers: _scope_guard and _policy_gate authorise workflow and config calls; _session_kg and _session_events split the session handler; utils converts graph values to JSON.
