Fact-namespace promotion + abandoned-worktree GC (SPEC-033 §4, B4a).

The promotion package implements the idea that a merge is the promotion of facts from a worktree namespace into trunk (SPEC-033 section 4, row B4a, ADR-0004, ADR-0019). models defines FactNamespace, PromotionRecord and RetentionPolicy. store holds PromotionStore, which writes namespaced facts to the operational knowledge graph, promotes a namespace by flipping its facts to the trunk key in one transaction, records a governed event in the enforcement ledger, waits on watermarks for causal consistency, and garbage-collects abandoned namespaces. The scheduler package drives it through the merge queue. The CLI entry points are scripts.factory_promote and scripts.factory_pipeline. Start with store.
