SPEC-033 fast-path classifier (B12, ADR-0023).
The fastpath package decides whether a change can skip the full decision phase (SPEC-033 row B12, ADR-0023). Its only module, classifier, checks the structural half (same public surface, no new cross-component imports, no non-Python changes) and combines it with the anchor half from the anchors gate, running the cheap structural check first. The conformance engine reuses its signature comparison. The CLI entry point is scripts.factory_fastpath. Start with classifier.
