Pre-dispatch/pre-promotion gates (SPEC-033 §1/§2/§7, B21, ADR-0033/0018/0032).

The dispatch package holds the admission gates that run before work is dispatched and before it is promoted (SPEC-033 row B21, ADR-0033, ADR-0018, ADR-0032). gates provides the no-self-merge check, the Redis-backed in-flight registry with its duplication gate, and the staleness gate against trunk. conformance_gate provides the pre-merge gate, which checks that a worktree stayed within its declared file scope and then runs the project's code and test review tools. The scheduler calls the dispatch gates before each build, the merge queue calls the conformance gate as its re-gate, and the promotion store applies the self-merge check. The CLI entry points are scripts.factory_dispatch and scripts.factory_pipeline. Start with gates.
