AST≡design conformance engine (SPEC-033 B2, ADR-0007/ADR-0008).

The conformance package checks that code on disk matches its design contract (SPEC-033 row B2, ADR-0007, ADR-0008). It holds a single module, engine, whose check_conformance compares a DesignContract with a repository tree on three axes: module ownership, declared symbols and signatures, and undeclared cross-component edges. It reuses the signature comparison from the fast-path classifier. The check is structural by design and says nothing about what the code means. The command-line entry point is scripts.factory_conformance. Start with engine.
