Runtime execution monitoring for Orchestrata.

Runtime execution monitoring for core. spans defines the Span record and its status. engine holds TracerEngine, which fills a bounded buffer of spans through sys.monitoring, and the monitor decorator that applications put on functions they want traced. Tracing is controlled by the ORCHESTRATA_TRACE environment variable and costs nothing at level 0. Flow: decorate or enable a function, let the engine record entry and exit per thread, then read recent or slow spans from the engine. The package root re-exports the main names. Start with spans, then engine; the core narrative puts this package in the observability group.
