Claude Code adapter module for Orchestrata.

The Claude Code adapter: the pieces that sit between Claude Code's tool calls and the project's governance. tool_interceptor decides allow, block, modify or delay for one tool call from deny and permit lists, the governance engine and optional parameter transformers. hooks organises hooks by category and priority, loads them from configuration and runs them around tool calls and sessions. gate_policy holds the ADR-0032 declarations that say what a governance gate does when its outcome is undetermined. The package root re-exports the hook and interceptor names.

Control flows from a hook entry point, through HookOrchestrator.run_pre_tool_hooks, to ToolInterceptor.intercept, which may consult the orchestrator's governance engine. The script scripts/claude_governance_gate.py is the command-line entry point that applies the gate policy to the interceptor. Start with the interceptor, then the policy.
