Volk: compliance (U:Cp) -- Compliance checker for traceability and RTM generation.

The compliance package holds U:Cp, the deterministic final stage of the delivery pipeline (specification 026). It makes no LLM calls: after QA passes, it scans @traces markers in the source and tests, compares them with the requirements in the knowledge graph, produces a requirements traceability matrix and a design-versus-code compliance result, and reports a pass or a failure to the human.

volk holds ComplianceVolk, which receives the packet, runs the pipeline and builds the compliance_complete or compliance_failed reply. _pipeline holds the individual steps as functions over a knowledge-graph store. init re-exports the volk for the kernel pipeline.

Data flows from the packet fields through scan_traces, load_requirements, generate_rtm, sync_code, check_compliance and persist_rtm to a report dictionary and then a reply packet. Start reading at ComplianceVolk._run_pipeline. The curated description is in volks.
