LLM context builder: collect project info for AI assistance.

The context package of orchestrata_tools collects facts about a project and turns them into text for an LLM. It is separate from the runtime context assembler in orchestrata_ultimate.context, which budgets prompt layers for volks.

Collectors: config_collector reads pyproject.toml and requirements.txt, env_collector detects env files and infrastructure folders, and dependency_summary classifies imports.
Assembly: project_context combines the collectors with AST statistics into a ProjectContext and a Markdown rendering.
Prompts: prompt_builder wraps that context in code review, test generation and architecture prompts.

Flow: collectors produce small dataclasses, ProjectContextBuilder.build merges them, and PromptBuilder formats the result. Start with project_context.
