The tools component is the unified tool framework and registry (ADR-0107 made it a package). In the component DAG it depends on contracts, knowledge_graph and governance; ADR-0112 forbids it from importing the kernel, so Redis and embeddings reach it through contracts protocols. It is marked landed; the cut-over has not happened. It contains one import package, orchestrata_tools (28 modules). See the tools narrative.
