orchestrata_governance — the governance component (SPEC-121).
orchestrata_governance is the governance component of SPEC-121. Its parts group by role. governance is the runtime policy layer: the policy engine, constitutional enforcer, ethical boundary, dynamic policy manager, resource access controller, safe-mode manager, violation tracker, audit and cache, and the Prolog clients; its escalation_handler subpackage handles escalation, conflict resolution and SLA tracking. prolog_engine is the bridge to SWI-Prolog through janus, with worker, proxy and fact types. gates is the Prolog gate layer: facts extracted from the AST snapshot and policy expressed as rules. factory (168 modules) is the spec factory with fourteen subpackages for amendment, anchors, assumptions, conformance, detectors, the definition-of-ready procedure, enforcement, promotion and more. scripts holds the Prolog meta-linter, and orchestrator a one-module lift of the Prolog worker.
Control flows from callers (the gateway's governance handler, the kernel) into the policy engine, which asks the Prolog layer for a verdict; the gates evaluate commit and differential checks, and the factory modules check specs before they are accepted. Start with governance, then gates, then factory.
