The Prolog gate layer — facts from the AST snapshot, policy as rules.

The Prolog gate layer of orchestrata_governance: facts come from the AST snapshot and policy is written as rules. fact_extractor (1,097 lines) turns the snapshot into facts. gate_engine (471 lines) and engine evaluate rules against them, producing verdict__engine, violation, proof_tree, why_not and staleness results. commit_review (409 lines) with commit_verdict, review_run, review_status and blocking_finding reviews a commit. differential with differential_report, difference and finding__differential compares two snapshots. snapshot_missing_error reports an absent snapshot. The Prolog bridge it uses is in prolog_engine.
