The governance component (SPEC-121) holds policy evaluation, constitutional and ethical enforcement, escalation, the Prolog gate layer, and the spec factory's decision machinery. In the component DAG it depends only on contracts and is marked landed; kernel, session, volks, gateway and tools depend on it. The cut-over has not happened. It contains one import package, orchestrata_governance (254 modules). Read that page first; the governance narrative and factory narrative describe the behaviour, and the shared types are in contracts governance.
