Promotion of facts in the factory. promotion_store (659 lines) is the largest module and stores each promotion_record; store is a residue-only lift (ADR-0103 P2-F). fact_namespace names the fact space, retention_policy sets how long records stay, and watermark_timeout with the watermark-not-visible error report a watermark that is late or invisible.
