Amendment handling in the factory. classify implements the ADR-0020 fail-closed cascade: a syntactic check first, otherwise the decision goes to a human. syntactic holds the syntactic classifier (a residue-only lift, ADR-0103 P2-F). coupling does the ADR-0021 coupling accounting: a transitive closure plus boundary-change detection. The value types are change_kind, clause_change, clause_repr, direction and direction_verdict.
