orchestrata_contracts.governance package.

The governance subpackage of contracts holds the governance vocabulary, lifted from orchestrata_ultimate.governance. It has five protocols (i_policy_engine, i_constitutional_enforcer, i_ethical_boundary, i_dynamic_policy_manager, i_resource_access_controller); result and decision types (policy_decision, compliance_result, ethical_result, access_result, governance_validation_result, governance_metrics); the constitutional types article, article_priority, violation and violation_type; and the error types such as governance_error, policy_evaluation_error and safe_mode_error. The implementations live in the governance component, which depends only on contracts. See the governance narrative.
