Verification session management.

A one-module package that holds the lifecycle state of long-running verification in the verification subsystem. verification_session provides VerificationSessionManager, which creates sessions from constraints or from Intent Broker intents, records attempts, results and status, and mirrors each change to Redis when a client is given. It depends on the intent broker adapter and is used by the orchestrator's verification_gate. It has no entry point of its own.
