Verification workflow coordination.

A one-module package that conducts the verification workflow of the verification subsystem. coordinator provides VerificationCoordinator, which holds a per-session five-step workflow state and builds the CXP packets for each message in the exchange by delegating to the protocols adapter. It is the point where the orchestrator's verification_gate touches the package. It keeps its state in memory and has no entry point of its own.
