Impossibility detection and handling.

A one-module package in the verification subsystem that detects contradictory or impossible constraints so that verification does not loop forever on requirements nobody can satisfy. handler provides ImpossibilityHandler with two checks: pairwise contradictions on the same predicate and individually impossible targets. It reads Constraint objects and returns plain tuples; it has no entry point and keeps no state. It works alongside the escalation handler, which hands exhausted sessions to a human.
