Planning support for long-horizon agent execution.

The planning package gives long-horizon agents a machine-readable view of the project's execution plan (SPEC-107). Its working module is plan_parser, which turns plan markdown into PlanStep records and evaluates whether a plan is still in force for constitutional Article XII. The __init__ module is a facade. The parser is used by the kernel dispatcher and by the session controller's goal handling. Start with plan_parser; the curated story is on the planning page.
