OpenSpec format support (SPEC-104).
The openspec package lets orchestrata read, write and scaffold specs in the OpenSpec markdown format (SPEC-104), and also holds a parser for its own requirement checklists.
The OpenSpec part is a small pipeline. detect finds a project's spec folder and tells OpenSpec from orchestrata's own specs/NNN-* layout. parse reads capability specs and change deltas into the dataclasses of models. render is the inverse and also writes proposals and task lists. repo wraps them in a sandboxed OpenSpecRepo that reads capabilities, adds requirements and scaffolds changes without overwriting existing ones. Detection and parsing never raise on bad input. requirements_parser is separate: it converts a spec's requirements checklist into Prolog facts and generates the next requirement id, and is used by the verification package and by scripts. The __init__ module is the facade. Start with repo and the openspec narrative.
