Infrastructure package (Layer 1) — relocated state stores and adapters.

The layer-1 infrastructure package, holding state stores and adapters that were relocated here from other places. It has two working modules. redis_state is the Redis hot-state manager: sessions, cache, governance-decision cache, distributed locks, publish and subscribe, and queues, built on the environment-driven host and port resolution of core.redis_factory. prolog_bridge is the governance interface to SWI-Prolog: rule loading, queries, and scoped facts with TTL, built on core.prolog_adapter and the FactScope enum of core.enums. Both satisfy cycle-breaking protocols from core.protocols.decoupling, which lets the gateway, governance and agents use them without importing each other. The package root is a docstring only. There are no entry points. Start with redis_state or prolog_bridge according to the store you need.
