Requirement traceability annotations for Orchestrata.

The package that holds requirement traceability annotations for orchestrata; the curated core narrative describes traceability as a first-class concern. It contains one module, the package root, which defines the data model (TraceInfo, ValidationReport), collects @traces annotations from a source tree, and generates and validates the requirements traceability matrix in JSON and markdown. The decorator itself lives in base.traces so that every layer can use it. Related code is the older shim tracing.traceability, the streaming scanner and the standalone traceability_utils.
