State management.
State management for core. The package has one real module, state_manager, whose StateManager stores namespaced key-value state in memory and writes each namespace to its own JSON file. It implements the state-manager protocol from core.protocols, and the package root re-exports it. The kernel CLI main module is the in-tree consumer. Start with state_manager.
