The plugin SDK of orchestrata_kernel (SPEC-015). plugin_s_d_k is the public surface; plugin_loader and discovery find and install plugins; plugin_manager and plugin_registry manage them; plugin_context and registration give a plugin its registration and event helpers; plugin_governance, plugin_config and plugin_resource_limits control what it may do. tool_registry_adapter and registered_volk connect plugins to tools and volks. The shared types are in contracts plugin; see the plugin narrative.
