2026-09-10 01:44 RUL-024 dispositions FIXED not deferred: rename-coverage tests rebuilt on current RenameOutcome (25/25), req-gate pinned-to-zero green via LEGACY_FIXTURE_CARRIERS + canonical fixture id (199/199 across 5 modules). install-infra.sh now memgraph-only per ruling (no NEO4J_* emitted); neo4j fleet tier retirement = Phase 1 item 1.7.
