Purpose
Resume orchestrata-ultimate: websearch tool, Azure patterns, and F18 ComplianceVolk silent failure
Objectives
- Add websearch capability for volks
- Add Microsoft Azure cloud design patterns (HPC, IAM, network, web hosting, SaaS, PaaS, RBAC, storage)
- Investigate and fix F18: ComplianceVolk silent failure on doc-route runs

- Do not re-implement already-completed Claude work; verify existing web/design-pattern tools and add targeted regression test for F18: Claude JSONL history showed all three asks were already implemented; the remaining gap was test coverage for the F18 routing fix at 2026-07-07 16:44
- Commit only the test file manually; leave context.* for session end: Session CLI auto-manages context files; granular commit keeps history clean at 2026-07-07 16:44
