Ruling record — the 54 shipped-but-never-queried governance predicates (2026-10-09)
Register task: "54 shipped-but-never-queried governance predicates — wire or retire". Mohamed's directive: "review the laws and where they must be applied" — full review executed (every predicate traced to file:line, rule body, REQ citation, enforcement site); then ruled per group in-session:

Not ruling-weight, fixed as defects when the work executes:
check_prolog_boundary.py's whitelist hidesmay_completefrom the reachability walk →task_has_outputandhas_open_questionare false positives (both ARE wired: pipeline_session.py:285, pipeline_escalation.py:373, pipeline.py:423). The checker fix lands with the wiring.
Execution queue (from these rulings):
- Group 3 wiring (5 predicates, 5 named sites) — each with a real test that the site asks the rule and the rule can deny.
- Group 1 wiring (9 predicates) — qa/volk + pipeline_escalation read the rulebase; the hand-copied lists deleted; a parity test pins rulebase == behavior.
- Checker whitelist fix + the advisory list re-measured (54 → 54−14 wired).
Group 2 stays untouched by ruling; Group 4 stays untouched by ruling.
