Subplan: Sub-phase 2.1 — Knowledge Subset (Steps 99-104)
Context
Tier 1 complete. 1639 tests pass. This subplan ports the knowledge graph subset needed by Tier 2 agents and governance — 6 files (~1,725 LOC).

Step 99: Prepare knowledge_graph/ — keep existing graph.py + sync.py
