ADR-0114 roots and ADR-0113 LEVEL0 identity — brief for one sonnet run

DESIGN_WAIVER: ADR-0114 and ADR-0113. This brief executes those two Accepted decisions and nothing else.

Goal

env/ast-roots.env declares one src root per landed component package, and docs/LEVEL0.md is regenerated from a generator that states the components mission and that the 0faca7a7 push is not the cut-over.

Ruling / context (only what the worker cannot derive)

• Accepted ADR-0114 lists packages/kg/src. That path does not exist. The decision sentence is "one root per component package's src dir". Use packages/knowledge_graph/src. Do not edit the ADR file.
• Do not add packages/integration/src. It does not exist. Do not add packages or packages/<name> as a root. The walker skips directories that contain pyproject.toml. Add only the src directories named below.
• The first root stays src/orchestrata_ultimate. Append. Do not reorder the existing roots.
• docs/LEVEL0.md is generated. Edit scripts/gen_level0.py only, then run the generator. Do not hand-edit docs/LEVEL0.md.
• Closed routes: do not add a tools→kernel edge, do not start integration, do not sync the graph, do not commit.

Work

1. Append these roots to the ORCHESTRATA_AST_ROOTS value in env/ast-roots.env, still one double-quoted assignment, primary root unchanged:

   packages/contracts/src packages/governance/src packages/knowledge_graph/src packages/kernel/src packages/session/src packages/volks/src packages/gateway/src packages/tools/src

   Add one comment line that ADR-0114 is why they are there, and that packages/kg/src is not a path.

2. In scripts/gen_level0.py, replace the identity line that says the mission is porting ~122K LOC into one package. The generated identity block must state all of the following, as ordinary markdown lines in the lines list:

   • Orchestrata is an agent orchestration engine. A human intent enters through Concierge. Specialist volks each receive an LLM, injected context, and a persona. The graph is context. Redis is events and queues. Prolog computes what can be computed.
   • This checkout holds packages/<name>/ beside src/orchestrata_ultimate/. Cut-over has not happened.
   • origin/master at 0faca7a7, prod deployed 2026-10-19T11:41:39Z, is a backup-and-deploy of the in-progress tree (ADR-0113), not the cut-over. Cut-over remains: integration passes the fleet tier, the old src/orchestrata_ultimate/* trees are removed, one merge to master, and /opt/orchestrata ships from that tree.

3. Regenerate by running .venv/bin/python scripts/gen_level0.py from the repo root. Then run .venv/bin/python scripts/gen_level0.py --check and leave it at exit 0.

Verify (deterministic, no tests)

• packages/knowledge_graph/src is in the declaration. packages/kg/src is not.
• The first token of the declaration value is still src/orchestrata_ultimate.
• docs/LEVEL0.md contains ADR-0113 and Cut-over has not happened and does not contain Porting ~122K LOC.
• scripts/gen_level0.py --check exits 0.

Rules

• Edit only the files in the fence. Create nothing.
• No commit, no git add. No subagents. No graph sync. No pytest suite.
• Do not edit any file under docs/adr/.
