Context
The N-V3 ruling gate has held five volks increments (VK-11, VK-16, VK-106, VK-143 + the
cascades) because agents.tool_registry (2,164 frozen LOC) imports 25 names from
orchestrata_ultimate.tools.*, and the "tools/codetools family is un-designed" — 15 pending
family increments had no published home (##UNRESOLVED## in the oracle filler). Measured on the
frozen snapshot e57782ea4:
- the tools family is 20 modules, 13,449 LOC, with ZERO
orchestrata_ultimateimports — fully self-contained; external roots:httpx, psutil, redis, typer, urllib; - the openspec family is 7 modules, 723 LOC (the block for
verification.spec_completeness); packages/tools/design/boundaries.jsonalready reserves the placement.
Mohamed ruled 2026-10-18 (ADR-0106, "Hold the claims, gate green now") that ruling-gated claims are held until implemented, and then directed (2026-10-18, verbatim) that a detailed plan be created and the missing features implemented until they are done. This ADR is the N-V3 ruling the plan proposes.
Decision (proposed)
The frozen tools family AND the openspec family land as their own component package:
packages/tools, import name orchestrata_tools, under SPEC-126 — lifted by the existing lift
machinery (component_wave + land_component, ADR-0103 clean-target/oracle split), with its own
generated parity suite like the other six packages. packages/volks declares orchestrata-tools
as a dependency; tool_registry's frozen imports re-point orchestrata_ultimate.tools.* →
orchestrata_tools.*; verification.spec_completeness re-points to
orchestrata_tools.openspec.requirements_parser. The tools family's zero-ultimate-import shape
makes this the mechanical wave of the lot.
Alternatives rejected
- Injection seam only (tools stay host-side):
tool_registry(2,164 LOC) would stay un-landed forever — the held claims could never be implemented, contradicting the implement-until-done directive. - Land tools into volks: wrong layering — tools are a shared capability (kernel/gateway consumers exist), not volks internals.
Consequences
- SPEC-126 corpus + parity suite + ≥90% coverage for ~14.2K new LOC (the wave's main cost).
typer/psutilbecome declared package deps (lock-pinned).- volks gains one new dependency edge; the 15 pending family increments get published ids in the tools package.
Provenance
- Frozen measurement (this repo, 2026-10-18): 20 tools modules / 13,449 LOC / 0 ultimate imports;
openspec 723 LOC; pending-family list in
packages/volks/increments/README.md. - Mohamed's directives: ADR-0106 ruling and the 2026-10-18 "implement the missing features"
instruction; plan:
plans/tools-family-implementation-plan.md.
