Status: Proposed (awaiting Mohamed — F13 is HIS ratified text; only he amends it) · Date: 2026-08-29
Context
F13(A) fixes the SPEC-115 REQ decomposition map "now, so every future id is anticipated" — and buckets only §2–§9 plus clause D (0xx–6xx). Round 16 (life-R16-9, CONFIRMED · MED) enumerated the section inventory: §0 Doctrine (D1..D9), §1 Domain model (twelve C-classes + the INV set), and §10 Logic/data boundary have no bucket. Clauses B and C then make BOTH branches block landing for an implementer of, e.g., C-1 Rule — omit the trace and the trace gates fail the change; invent an id and the spec-authority gate fails it. The contract is self-defeating for the largest implementable sections of the document it governs.
Decision (proposed)
Amend F13(A) in place (same rule-5b amendment class as ADR-0050): extend the decomposition map with three buckets — REQ-115-7xx doctrine (§0) · REQ-115-8xx domain model (§1: the C-classes and INV set) · REQ-115-9xx logic/data boundary (§10) — so the map is total over the artifact and "every future id is anticipated" is true.
Alternatives rejected
File §1 classes under neighbouring buckets (grants some — C-5 under 2xx, C-6 under 0xx — but §0 and §10 still have no plausible bucket, and the mapping would be implicit, exactly what clause A exists to prevent); leave as-is (both clause-B/C branches block landing for unbucketed sections).
Consequences
Every symbol in the engine has exactly one anticipated REQ-115 bucket; clause B's "never logged debt" becomes satisfiable for §0/§1/§10 implementations; the v17 design holds the F13 text untouched until Mohamed flips this ADR (rule 5b).
Provenance
ruleset-review-r16-lifecycle.md R16-9 (plans/reviews/ruleset/, committed), verified against the artifact's own heading inventory. Recorded during the v17 fold under revision rule 5b.
