The record
Status: Proposed (awaiting Mohamed) · Date: 2026-08-29
Context
RUL-023 ("a feature means wiring it in") is enforced by a standalone wiring gate. The ruleset design's §5 makes reachability structural for rules: a rule not reachable from an active named composition is dead by construction. §5 is byte-identical across seven snapshots (section hash db3b4afe); zero findings rounds 13–15; recommended seven rounds.
Decision (proposed)
For the ruleset subsystem, §5's structural reachability supersedes the standalone wiring gate once the engine is built. The gate remains for everything else.
Alternatives rejected
Running both forever (duplicate signal, drift risk); dropping wiring enforcement (RUL-023 violation).
Consequences
One enforcement mechanism per subsystem; the wiring gate's scope shrinks explicitly.
Provenance
Design v16 §5 + §11 F4; rounds 9-15 readiness tables.
